چکیده

This document sets out a draft framework for an assessment of the impact of ICCAT fisheries on seabirds to facilitate discussion by the ICCAT Ecosystems Subcommittee. The assessment could involve two phases, the first relating to data gathering, mapping and summation, and the second to the incorporation of these empirical data and analyses in the development and application of more complex models. This would be a tiered process with several objectives: (i) identify seabird species most at risk from fishing in the ICCAT Convention Area, (ii) collate available data on at-sea distribution of these species, (iii) analyze the spatial and temporal overlap between species distribution and ICCAT longline fishing effort, (iv) review existing bycatch rate estimates for ICCAT longline fisheries, (v) estimate total annual seabird bycatch (number of birds) in the ICCAT Convention Area, (vi) assess the likely impact of this bycatch on seabird populations. This is a working document that is open for input and guidance from the Ecosystems Subcommittee and other stakeholders.

SCIENTIFIC COMMITTEE THIRD REGULAR SESSION 13-24 August 2007 Honolulu, United States of America Quantifying the impact of longline fisheries on adult survival in the black-footed albatross WCPFC-SC3-EB SWG/IP-4

1. Industrial longline fishing has been suspected to impact upon black-footed albatross populations Phoebastria nigripes by increasing mortality, but no precise estimates of bycatch mortality are available to ascertain this statement. We present a general framework for quantifying the relationship between albatross population and longline fishing in absence of reliable estimates of bycatch rate...

SCIENTIFIC COMMITTEE THIRD REGULAR SESSION 13-24 August 2007 Honolulu, United States of America BAIT LOSS AND ITS POTENTIAL EFFECTS ON FISHING POWER IN PELAGIC LONGLINE FISHERIES WCPFC-SC3-FT SWG/WP-6

We analyzed 1950s survey data with generalized estimating equations (GEEs) to quantify factors that influence the rate that bait is lost from pelagic longlines. Hook depth, bait species, local tuna abundance, and the timing of longline operations strongly influenced loss rates. Loss rates increased with tuna abundance and soak time. They declined with hook depth and were low for firm-bodied bai...

SCIENTIFIC COMMITTEE THIRD REGULAR SESSION 13-24 August 2007 Honolulu, United States of America PRELIMINARY ESTIMATES OF HISTORICAL VARIATIONS IN THE FISHING POWER AND CATCHABILITY OF PELAGIC LONGLINE FISHING GEAR WCPFC-SC3-ME SWG/WP-7

I quantify the effects of 11 variables on the catchability of pelagic longlines, which are used to catch tunas and billfishes in the open ocean. Extension of the depth range and the duration of longline operations have reduced the catchability of several epipelagic species, such as mako sharks (Isurus spp.), since industrial longlining commenced in the tropical Pacific Ocean in the early 1950s....
